T Rabi Sankar, the RBI's Deputy Governor, believes UPI for feature phones will be a gamechanger, putting India's fast-growing payment system on the global map.
With this new service, UPI 123PAY, over 40 crore feature phone users will be able to use the popular digital transaction platform without needing to connect to the internet.

The Reserve Bank of India (RBI) launched UPI for non-smartphone users on Tuesday, a step that is intended to further democratise the country's retail payments system and expand the digital payments network, particularly in rural areas.

At the ceremony, RBI Governor Shaktikanta Das said, "I don't envisage a day when we aren't close to reaching a transaction volume of (Rs) 100 lakh crore using UPI." 

"And with the debut of UPI 123 Pay, UPI's facilities are now available to a segment of society that has hitherto been excluded from the digital payments ecosystem." 

In this way, it promotes societal financial inclusion," he explained. Users who are on the bottom rungs of society in terms of economic status or who cannot buy a smartphone will be able to utilise UPI as a result, he noted.

3 Step Process 

To initiate and execute a payment using UPI 123PAY, you will just need to follow a three-step process. Users using feature phones will now be able to conduct a variety of transactions using one of four technology options. 

Calling an IVR (interactive voice response) number, app capability on feature phones, a missed call-based method, and proximity sound-based payments are just a few examples.

Customers will be able to make payments to friends and family, pay utility bills, recharge their vehicles' FAST Tags, pay mobile bills, and check account balances, according to the company. Customers will also be able to link bank accounts and set or update UPI PINs. 

On Tuesday, the RBI Governor introduced a 24-hour helpline for digital payments, which was also established by the National Payments Corporation of India (NPCI). The 'Digisaathi' helpline will answer all callers' and users' questions about digital payments via website and chatbot.

Users can get answers to their questions about digital payments and grievances by visiting www.Digisaathi.Info or calling 14431 and 1800 891 3333 from their phones.

How will feature phone users be able to make payments?

According to the RBI, customers will have four options for making payments from a menu of possibilities, and these functions will be expanded in the future. Users of feature phones will be able to make payments in four ways using NPCI: 

1. The first is through an interactive voice response (IVR) system, in which users can dial the NPCI phone number, initiate a secure contact, and complete a transaction. 

2. The second way is through an app-based channel, in which a feature phone will be able to use an app. Except for the ability to scan and pay, all transactions available on a UPI app for smartphones will be available. The Reserve Bank of India is working on making a scan and pay function available as soon as possible.

3. The third type of payment is based on proximity sound. Transactions will be made utilising sound wave technology, which will allow for touch, networking, and hence contactless payments.

4. A system based on missed calls, in which users can send a missed call and receive a call back. Users can authenticate a payment by entering a UPI pin and then complete the transaction.

Conclusion

Digital payments via feature phones were previously available in the country, but due to its USSD-based nature, it never gained traction. Supplementary Service, Unstructured Users who utilise data-based services can use mobile banking without a smartphone or an internet connection by dialling the *99# code. 

However, the procedure is time-consuming, costs money, and is not available from every telecom provider.
